There are lots of brilliantly strange and seemingly inexplicable things going on in Capcom's classic but I ask:

What's this all about?

The pigeon delivers memos which happen to have headings that are all SMITHS' song titles:

AND - written in blood on a wall on the first level is yet another SMITHS' song title:

I love this sort of thing - someone is having a good joke. And I became aware of this the very week that Russell Brand of Big Brothers Big Mouth seemed to have been challenged to say at least one SMITHS' Lyric per show!

It might be that your characters all have the surname SMITH and therefore they are "THE SMITHS".
